There is some confusion over the WIDA ACCESS and the W-APT.  W-APT stands for the WIDA-ACCESS Placement Test.  Given only once, it measures English language proficiency.  It determines whether or not a child is in need of English language instruction and at what level. ACCESS for ELLs, (Assessing Comprehension and Communication in English State-to-State for English Language Learners), is given annually to all ELLs in Pennsylvania and 18 other states in the WIDA Consortium.  It is an NCLB requirement to assess ELL progress in acquiring English language skills.
